Rear brakes lack of pressure

I have a problem with my rear brakes on a 1998 Mpi, with someone pressing the pedal I can still turn the rear wheels with my hands. This is not the case when the hand brake is on, the wheels are locked.

I have bled the system numerous times, replaced the cylinders, hoses, pads and master cylinder seals. I would like to try eliminate the [b]brake[/b] [b]limiter[/b] [b]valve[/b], has anyone got one that I can borrow to source the problem?
